Who can apply

Anyone can submit an application for visa or residence/work permit. Please note that the passport or the residence permit in Ukraine should be valid for three months beyond the intended stay in Norway, and that there should be at least two empty pages especially assigned for visa and/or permit stickers.

How to apply

Application forms (for those not using the Visa Portal) are available at the Embassy and in www.plaske.ua. Guarantee forms for visit are also available at police stations in Norway, the Embassy and in our site.
The Embassy is obliged to receive and consider the application even if no supporting documentation has been provided. Supporting documentation will, however, normally be beneficial for the application. An incomplete application might be immediately refused or forwarded to the UDI for processing.

Applicants are required to submit the application in person at the Embassy
(cf. §108, Provisions to the Immigration Act).

NOTE!

The applicants are strongly recomented to collect all necessary documents and make necessary copies before submitting documents to the embassy. If, upon the explicit request from the staff of the Embassy, supporting documentation is to be sent by fax, mail or e-mail, this should be done with reference to the application number of a registered application. Supporting documentation sent to the Embassy without reference to a registered application will not be considered, and made waste. References sending supporting documentation should do so directly to the applicants, not to the Embassy.

Collection of biometric data

The Norwegian Embassy in Kiev has introduced biometric data collection in connection with visa applications. The data collected consists of a digital photo and fingerprints. This is a five-month pilot test of equipment before the overall introduction by the Shengen states by 2009. As a result of this, it will be compulsory appearance for all applicants from Wednesday 12th of December 2007.

The following applies to the fingerprints collected during the test period:
They will have no bearing on the result of the application.
They will not be used to identify or verify the applicant at any later point in time.
They will be stored securely during the test period and will be deleted afterwards.
They will be used for test purposes only, and will not be used for the production of visa stickers.

We strongly advise NOT TO BUY TICKETS UNTIL DECISION IS TAKEN. The Embasy may request to see a valid return ticket before passport with visa handed out. In some cases the applicant may be requested to report to the Embassy after returning from Norway

Family/Friend/Tourist/Business or Transit visa

If you intend to stay in Norway/Iceland/Schengen for less than 90 days to visit family or friends, or for business and/or tourist purposes, you are advised to apply for a visa. The maximum period of stay is 90 days. For documents required please see Check list 1 (ENGLISH - UKRAINIAN) and remember to enclose and fill in the relevant available questionnaire listed at the bottom. The Embassy will decide on the application for a C visa in 3-5 working days after it has been submitted for applications through Visa Portal and within 20 days for paper applications. If a visa is granted, it will normally be issued within this period. Within 5 working days (20 for paper applications) one of 3 types of the decisions will be produced:
1. Decision to grant visa (passport with visa can be received between 10.00 and 12.00 any working day at the visa section)
2. Decision about rejection. In this case the applicant will receive rejection letter by post with explanation of the reasons for rejection and notification about appeal procedure. Reasons for rejection do not discussed by phone. The applicant can state arguments against the decision in the letter of appeal sent by post. In case of rejection the applicant or person with power of attorney should receive passport within 3 months after the date of the decision.
3. Decision to forward the application to the Directorate of Immigration (UDI) for further processing in Norway. For expected time upon decision, please confer UDI's web page. The Embassy will inform the applicant by phone or in written about final decision.

Current fees for applications for visas and work, residence and study permits

From 01.04.2008 new fees for Schengen visas and application for a residence/work/study permit are introduced, corresponding to the administrative costs of processing visa and residence/work/study applications. The fee is not refundable. All fees are to be paid in Ukrainian Hryvnia only. The bank receipt + one copy must be presented together with the application. The fees may be changed by the Embassy without prior notice whenever deemed necessary.

EXEMPTIONS:

*C – Exempted from fees for a short-stay (up to 90 days) visa:
- Spouses, children and dependant ascendants of all EU/EEA nationals (family members of EU/EEA nationals have to present documentation to prove this relationship). Stepchildren of EU/EEA citizens are not exempted from visa fee;
- Children under 6 years;
- School pupils, students, post-graduate students and accompanying teachers who undertake trips for the purpose of study or educational training;
- Researchers to carry out scientific research.

*D – Exempted from fees for an application for residence/work/study permit in Norway:
- Children under the age of 18 at the time the application is submitted;
– All EU/EEA nationals..

Please inform the embassy staff if you are entitled to exemption from payment of visa or residence permit fee and present documentation to prove this. Already paid fees will not be refunded.
** Persons not residing (without a valid Ukrainian residence/work/study permit) in Ukraine must justify the reason for applying at the Norwegian Embassy in Kiev, and not in their country of residence/origin, cf Provisions to the Immigration Act § 109, second paragraph.
