Ukrainian Rail transport regulations for passengers, baggage, cargo are developed according to Ukrainian railways regulations the requirements, customs service procedure on rail transport and other regulations and cover the activity of rail transport workers, physical and legal bodies, in spite of property type, which:

1. 1. use rail transport services;
2. 2. operate passenger traffic;
3. 3. serve passengers at the railways stations, booking offices and trains.

1. Main statements
   passenger transport is operated between all railway stations, which are opened for boarding/unloading of passengers according the determined schedule of passenger trains. Each passenger may take usually one place according his ticket. At his will and upon the availability the passenger may bye the whole the separate compartment for one, two or three passengers, or double berth compartment in a sleeper. The passage is issued on the one form, where the note is made “Single compartment” (or issued for necessary number of places for one name).
2. Issuance of passage
   Each person has right to get up to 9 tickets, in spite of direction, at one time. The purchase of name tickets proceeds on the basis of passport data or other document with photo, which removes any doubts regarding the passenger identity (military certificate, driver’s certificate, staff pass etc). The ground for issuance of name ticket for a child is the certificate of birth or parents’ passport, where the child is registered. The tickets without name or with corrected name are considered not valid.
3. Tickets re-issuance
   If the ticket is lost, it may not be recovered, it is necessary to issue new one. If the passenger needs that an adult traveled instead of child, he has right to re-issue the ticket. The re-issuance should be done in specialized or general booking offices. Upon the availability of free places the passenger can re-issue the ticket for earlier train and in the wagon of higher/lower category, or change the places in ticket o the places in any other wagon of the same category. The re-issuance should be done at the departure station minimum 24 hours before the train’s departure. The re-issuance is charged at rates, set by economic entity. The re-issuance may not be done with the change of departure or destination station.
4. Missing train in transit point
   If the passenger misses train in transit point due to railway’s fault (train’s delay or cancellation) and if he wants to continue the trip, the railway should sent the passenger without payment by the next train, in order the passenger got to the destination point with minimum delay. If during the trip to destination point the passenger finds out that the train delays, he should inform the guard or the engine driver about transit in certain point. The guard (engine driver) informs the transit station about such passenger in order to delay the train or to send the passenger by another train.
5. The measures in case of ticket stealing.
   If the passenger’s ticket is stolen at the initial departure station, he should inform militia at the station about it to get the corresponding reference. The militia reference does not allow to get the ticket without payment, but allows to get it out of turn. If the passenger’s ticket is stolen at the return departure station or transit station, or in case he has lost it and does not have money to buy a new one, he can entrust(on telephone or fax) any legal or physical body) to pay for the ticket to rail booking office in his point of residence in Ukraine. As payment confirmation the acquittance "ГУ-57 "а" is given (or valid ticket with or without number of wagon and place). The station master, where the payment was done, informs the station master where the passenger is, about the payment. According to this telegram the passenger is given free ticket to the destination point.
6. Transporting children
   The child up to 5 years, in case he does not occupy the separate place, is transported accompanied by the adults free of charge. In case of trip with more than one child up to five years, the passenger should get children’s tickets foe each place, but no more two children per one place. For transporting a child 5-10 years the passenger should get a children’s ticket which allows him to take separate place as an adult. The passenger with the child up to 10 years should have the document, which confirms the child’s age. The children up to 10 years are allowed for transportation in passenger and local trains only accompanied by the adults.
7. Booking places for organization groups
   The booking of places for organization groups should be done on the basis of writing application of the organizer of this group trip to the booking office, which should be signed by the director and chief accountant. The following should be specified in the application: organization name, its address, banking requisites, departure date, desirable number of train, quantity and category of places, departure and destination stations. The application for transporting children of school age should be signed by School Headmaster or Local Education Authorities, or director of enterprise, which organizes this trip. In this application the passport data of the applicant should be mentioned, and namely: Surname, name, patronymic, passport number and series, date and place of issuance, registration place. The booking should not be performed on the basis of telegrams of legal and physical bodies.
8. Boarding the train
   The passenger’s trip should start from the station, mentioned at the ticket. If the passenger got at the departure station, but wants to board the train at intermediary station, he should inform the departure station master about change of boarding place not earlier minimum 1 hour before the train’s departure.
9. Train’s provisions
   After the boarding and departure, the wagon’s guard should additionally check the identity of tickets and close them. Additionally he checks the documents which allow free of charge or privileged trip, as well as identity of names and surnames on the ticket with passport data. On the whole line of march passengers may use lavatories at both ends of wagon. For this purpose the guard should keep them opened. The lavatories may not be used at the stations and sanitary zones, which should be informed to passengers thirty minutes before. If the passenger mistook the train, he should leave it at the nearest station. In this case the train master takes a formal note, which allows passenger to return to the departure station free of charge. If after the return to the departure station the passenger mistook his train, he presents the ticket and the formal note to the station master to update the ticket. For the next trip the passenger should get a new reserved seat and make the old one compost.
10. Removal from the train
    The passenger should be removed from the train in following cases:
    А) The passenger is definitely drunk and breaks train’s provisions and public peace.
    B) If the passenger is ill and this causes public peace and there is no possibility to pu him separately.

To carry-on baggage we can refer items and things, notwithstanding wrapping kind that can easily be brought and set according to their size in carriages on places, which are destined for carry-on baggage location. Every passenger has a right to transport free carry-on baggage that is limited to 36 kg on full, special rate and free travel document and 15 kg per child. Transportation of carry-on baggage above set norms and without pay carrying of dogs and other animals, permitted to transportation, invokes fine according to Ukraine legislation. Fine payment doesn’t make a passenger free of extra carry-on baggage transportation cost payment. A passenger can carry – free, additionally to carry-on baggage norm in open-plan or sleeping carriage:

- carry-on baggage till 50 kg weight per one, additionally bought for full cost travel document of a given carriage;
- carry-on baggage till 150 kg weight in private room with all private room places full cost payment.

Every passenger has a right to transport free, above carry-on baggage set norm, pet birds in cages (not more than a cage), brief case, diplomat or woman’s bag, skies and sticks to them, fishing tackles, camera, umbrella, video camera, portable tape recorder and other small things. It’s permitted to carry, instead passenger carry-on baggage norm, baby carriages, canoes in various conditions and other things, that owing to their size can be placed in a carriage on places, designed for carry-on baggage.

Dogs of big breeds are transported in utmost vestibules of the first and last train carriage (not more than two dogs) in muzzles on metallic or strong dog-lead and under attendant supervision, whose commands they execute. Small breed dogs are carried in hands or under berth, on which this dog’s owner sits. Small domestic animals and birds should be placed in boxes, baskets, cages and freely allocated on carry-on baggage places.

Animals’ passenger-attendant should himself take care of them, feed, water, clean, prevent hygiene-and- sanitary conditions violation and compensate losses and damages, caused by transportation rules violation.

Items permitted and prohibited to transportation

Passenger’s things, wrapped in closed suitcases, cases, trunks, boxes, baskets are admitted to transportation as a luggage. Weight of a separate place shouldn’t exceed 75 kg, and length – 3 m. Such items and things are taken to transportation as a luggage: portable arm-chairs, folded up chairs, baby carriages, portable musical instruments in cases or wallets, props, vehicles, scooters, skies, auto-tyres.

Some things are prohibited to transportation as a luggage: inflammable, narcotic drugs; items that can extend infection; animals, except for domestic ones, in cages or other acceptable tares, if it isn’t prohibited by veterinary rules; perishable goods.

Payback for unused travel documents takes place in every railway travel documents sale centre with a travel document and passport or identity certificate with photo (student ID card, military ID, driver’s license and etc.) production in a booking office window. Travel documents return can be accomplished both face to face and by third parties. Payments for unused travel documents, executed in Ukraine, are returned in Ukraine railway booking office windows.

In case of travel documents production on trains, which depart from Ukraine stations, but are executed in other countries, finances return station is obliged to make score about its validity ceasing on a travel document and return places, that are pointed in document for general realization. Travel document with a score and places return supportive letterform, which is executed in electronic form, is given to a passenger for payment getting in a country where a travel document is executed.
